Emmy L. Partin

Director of Ohio Policy & Research

Emmy is Director of Ohio Policy & Research for the Thomas B. Fordham Institute.   In this role, she oversees the Institute's Ohio-focused policy analysis, research projects, and advocacy efforts. Emmy joined Fordham in August 2007 as a writer and researcher.  Since then, she has written more than 75 articles and op-eds for the Ohio Education Gadfly, newspapers, and other publications; and managed the development, production, and dissemination of over a dozen Fordham research reports and policy events; and advocated for smart improvements to Ohio education laws and policies.

Emmy has more than seven years of public service experience in the Office of the Governor and the Ohio Department of Education.  Emmy's work in the public sector included promoting the Ohio Core legislation that raised Ohio's high school graduation requirements to reflect what students need to know to be college- and work-ready; writing recommendations from the State Board of Education's School Readiness Solutions Group to improve education services to the state's youngest citizens; and growing the OhioReads initiative to include more than 50,000 volunteer reading tutors serving 100,000 students annually in more than 1,600 elementary schools.

A native of Jackson, Ohio, Emmy is a graduate of the Ohio State University. She lives in Columbus with her husband, Dave Haskell, and son, Siler.
